Pakistan hasn’t had control of the tribal areas for quite some time. Their military or police can’t operate there and probably never could. Sharia law has been enforced locally since probably at least 1980 if not long before. This isn’t really anything new. Pakistan has been cutting deals with the Taliban and tribal leaders for the past 4 years or so. I really don’t think this is anything new.
