The $20 billion will be funded over a few years, how many I’m not sure. Perhaps this can be legislated since nothing else seems to have been.

A reason BP agreed to this is for cost certainty reasons, to help support their stock price while the true cost of the disaster is ironed out.

It was a good deal, period, IMHO. It takes the sting off of the stupid moratorium if they do it right.
