Why is this guy still allowed to wear a badge and carry a gun?

A Dallas police officer has been given a 15-day suspension over a November 2010 domestic disturbance in Garland.

Assistant Chief Vince Golbeck handed down the suspension to Officer Joshua Shipp during a disciplinary hearing Thursday afternoon.

According to police records, Shipp was in full uniform when he went to his estranged wife’s apartment about 8:45 a.m. on November 14. He found another man in the apartment.

During the encounter, police say Shipp struck the other man several times. When the other man tried to drive away, authorities say, Shipp followed him and kicked out the tail light of his vehicle.
