Those should be investigated. What I think might have happened is the police wanted to recover the gun before anything else, to make sure that they had the evidence to back up what they’d seen happen. Or they might have put in a call but the ambulance was delayed.

This is all supposition, though.

I live in a world where you can administer medical aid to a victim of a shooting without compromising the presence or absence of a gun.

Hell, even in normal crime scenes, taking care of living victims takes precedence over preserving the crime scene.
