That was not always the case, and Georgia is proof that it can start to go the other way.

Indeed. Georgia has a growing, diverse, and politically powerful metropolis in Atlanta, and a lot of rural black voters as well. WV is very old, very white and young people are fleeing the state as it shrinks. Yet it still gets two senators, just like Georgia.
