The government probably used lower estimates or different methods of counting, etc. However it’s very important to be aware that Wikileaks is not a bastion of honesty and integrity. That’s another thing too. Why does everyone assume that these documents are all authentic? How do we know they haven’t been forged in places. Are there any foreign influences involved? Etc. People are going to take Wikileaks at face value?
