Rotary phones are still usable. The phone companies _hate_ them but they still support them because of people like my ex mother in law who has three phones in her house and all three are rotary. Now, I agree, they won’t get them in an appropriate context. I’m surprised no one ever did a western where every home had it’s own telegraph station ;) Victorian Internet FTW!!!

When I was working for a telephone test equipment manufacturer in 1984 and 1985, an integrated circuit which converted rotary dial pulses to touch tone signals only cost about three cents when we bought them in bulk.
