I don’t recall, Like you just had to show you lived in the State or something.
It passed muster with the SCOTUS. If you couldn’t afford it, it was free.
I’ll have to go read up on it…
Interesting though..During arguments the whole 85 year old woman without ID was brought up..She was a nun up north that never got an ID. Apparently she was cashing her nun checks for 70 years without a bank account or ID.

I used to be able to cash checks with no ID, at the bank where the teller recognized my name and said “oh, you look so much like your mother.” That was ID enough.
