Definitely a traffic engineering problem. Cyclist should not be routed there, unless properly accommodated. Signs are not accommodation.

Across the busy intersections, they have built overpasses. I would not be surprised to see them continue this practice over the less-busy intersections such as this one. There’s another one further out that’s much more problematic that I think they should prioritize, as it goes right into a populated subdivision and crosses a much busier road.
