The Bolivarians (Cuba, Venezuela, Bolivia, Nicaragua) are trying to foment dissent with the purpose of splintering off any country that is sitting on the edge but is going along with the larger group (the 188.)

Because of the origins of the UNFCCC, any agreement takes a complete consensus of all parties. As there are now 192 (plus one other I think), that is getting to be an impossible task.

The Bolivarians know this is the achilles heel of the UNFCCC, and are exploiting it.

Sad, because there are many small nations who would benefit from the REDD. Because of the lack of mitigation, some of the small island nations are sunk (literally), but there are many small nations with forests, for example, who could use the finances to keep their forest from being harvested.
