If the point was hurting first responders alone it makes perfect sense.

Don Aaron with Metro PD is giving another conference right now; he said that a “shots fired” call came into the Central Precinct at about 0600. When Metro responded, they found no evidence of a “shots fired” incident, but noticed the suspicious vehicle, so they called in the bomb squad and began getting people away from the area. Then, the BOOM at about 0630.

This was a fucking trap for the cops.
