I’d think this system of behavior is derived from the “prison culture” that has pervaded for decades if not centuries. Perhaps broad systemic change should be hastened from above that culture (e.g. reforms as suggested in ggt’s article) that should promote a system of human behavior where abuse is no longer tolerated or even promoted.
