No its more than that. In short, the CT goes that FDR was told that the Japanese were planning an attack, but he refused to take any action and invited the attack to get America behind the war so the US could join in and bail out Papa Joe. The classic-rock CTs were all about the communist influence over American policy. Even the one about Pearl Harbor.
