How so?
Laws are not what keeps a society polite. Virtually every nation has a lovely bill of rights and constitution. When one group or tribe can intimidate another without fear or repercussion problems arise.
I don’t really know what to say to this, except that no, our Constitution is actually a really spiffy thing, and that laws are innately bound with the actual enactment of them, not just their presence on a piece of paper.
