The Boston Marathon doesn’t, so far as I know, have the same international cachet as the 9/11 targets. This event’s message is directed at America and America alone.

There are 27000 people who run the Boston marathon from all over the world plus 500,000 spectators. It is definitely the type of high profile event anyone trying to send a message might want to target.
