What if someone takes a nuke away from a facility and sends it here in a cargo container that slips past inspection? How will we know whom to nuke in response?

I’m aware that at this stage in the US .. there are satellites that do nothing but check for radioactive sources and movements in radiological schemes across the US.

There are safety measures in place for that sort of stuff.
