From what I have researched, two different rocket carriers:

The smerch carries the larger 300 mm diameter rockets with about 500 pounds of explosive (about one bomb from a flying fortress). I am not sure they separate in flight. From the physics aspect of it the rocket in your photo looks like a dud, since you need mass to punch a hole if frozen ground.

I’ve seen a comment on-line that the object embedded in the playground is a rocket body from a Grad. But it’s the carrier for a set of cluster munitions, so once they’ve been dropped off it’s a relatively inert object with no additional explosive payload of its own.
