It became humorous to ask someone that you were not sure if they were Jewish if they were a tribe member. That way there was less chance of causing offense if the intent of the question was mistaken or if the person wasn’t.

And if a person doesn’t get, “are you a member of the Tribe?” then you can be pretty sure that they aren’t.

I’ve always interpreted that expression as a diplomatic euphemism.

Then I heard somebody announce on the radio that he had broken those people’s Sekrit Zionist Code.
