Then you’d begin to get a sequence:

What were the policies/procedures?
What were the actions/steps taken by the agencies?
Did these agencies follow the policies/procedures?
Why didn’t the agencies follow these policies/procedures?

You’d begin to unravel just who did what and when - and I would go out on a limb to say none of it would be flattering to the agencies.

Absolutely. That’s where the media focus should be. The “What” of the department’s operations. Aren’t there any universal operational standards police departments are supposed to follow, do you know?
