Zero. The minimum should be that they had a transmitter of some kind on them when they were arrested. If the charge could include “tapping” then it would. It doesn’t.

Right. Muslims taking pictures of bridges are cause for alarm, but conservatives in telephone worker costume with toolbelts asking where to find the phone closet doesn’t really give us much to go on. Sigh.
