Well, BP is admitting that it never has blowout preventers certified. Ever. At any of its rigs.

It claims that the MMS doesn’t have a certification procedure - shifting the blame for that onto the government. But that doesn’t fly because the responsibility for compliance is with the company - not the MMS.

In other words, BP may have issues with BOPs at all of its rigs - and who knows whether any other oil companies are in compliance with the BOP certification either.

The regulation is on the books so everyone knows its there - and responsibility lies with the companies to meet the requirements.

In other words, this isn’t about the lack of regulation (the regs are there) - it’s about compliance and enforcement.

Ayep. Once again, it’s not an “there outta be a law” situation, because there’s plenty of regs on the books that, properly enforced, would have prevented or at least limited the damage from this. But that’s not going to stop efforts to draw even more restrictive and complicated regs to give the appearance of “doing something.”
