The PPP and ANP got into power instead of MMA in the Frontiers partly by campaigning on getting rid of the FCR’s in the frontiers, but that left a vacuum, and took power from the tribal elders. (along with a lot of responsibility) The Taliban filled the gap when the Pakistan gov’t only made weak gestures towards implementing civil law to replace the FCR’s.

(FCR’s were draconian but effective regs leftover from British colonial times that basically amounted to the Tribal head being responsible for all bad things that happened in his area)
