That was probably the cops’ mistake from the beginning. San Francisco made a deal with the protesters right at the beginning. No tents, no fires.

Oakland waited, and then tried to break up something that had already become entrenched. Bad idea. And OPD is in transition anyway. Not that I had a lot of faith in Batts, but this was a bad situation for a new interim chief to come into.

Quan is a progressive, she doesn’t want to be the bad guy here, but she also doesn’t have a strong enough relationship with the cops to hammer out a good plan, and I’m not sure she was realistic about how this would go.

A lot of factors here.
