They’re likely variants of existing missiles that they’ve previously obtained and are looking for a home-grown alternative since it’s cheaper than trying to buy it on the open market and easier than black market sales from those few countries that are willing to do business with them. Reverse engineer the existing missiles, and figure that they’ll work about as well.
