The citizenship choice of his step-father means nothing unless he affirms it in his majority. If he does, then it means a lot. Likewise his dual citizenship with Kenya means nothing unless he affirms it. He could affirm it after the age of 18 on his college apps for either one, or by using an Indonesian passport to visit Pakistan after the age of 18. The record is fairly clear on minors, if you were born in the states, going abroad with a parent and being adopted/listed as a citizen of another country does not commit you to that decision. You can, however, make that decision for yourself after 18.
