re: #333 pass the moonbaticide

I was listening to a talk show when the host proposed an anonymous hotline where criminals and gang-bangers could report accomplices or rivals who were carrying guns and collect a modest cash reward for each firearm said felon or gang-banger was carrying. I guess there’s similar programs in place for tips on vandalism or graffiti- this would be the next logcial step.
