So why do it at all then? If it barely makes a dent on the number of cars, then it barely makes a dent on the oil consumed and the CO2 released. So, why bother? What is the point of this program then?

That was the smoke screen to give the auto companies a kick start. It won’t have a big effect in the scheme of things when it come to saving gas and lowering emissions.
