Even if he’s totally honest, that he had no idea the plot was happening, there still remains the possibility that he gave his staff the impression that this something he wanted to happen. If they acted off what they felt was an implied mission to fuck shit up in Fort Lee, then he bears responsibility for their actions.

I’m sure it’s completely commonplace for a state governor to have a staff that just run around pulling all sorts of shenanigans that they could reasonably expect would potentially attract a federal rectal probe. I mean, what, are governors supposed to be some sort of managers or something? They haven’t got time for that shit.
