A vote is not a threat. The closest thing it resembles is a petition of the government, which, if I understand the ability to file claims, you don’t lose while you’re in jail.

If I might interject from this side of the Pond, a vote in a democracy is an exercise of citizenship, not a right or a privilege. Withdrawing it from a subset of the population is akin to taking away part of their citizenship. Free speech, the RKBA etc. are individual rights and may be abridged in certain circumstances. The most direct method of interacting with the government that rules your life should not be abridgeable. My five Euro cents.
