But at the same time they were completely devoting themselves to that military task whereas your example seems more like a happy accident and given that Obama was shot in the head, does it really matter what type of bullet (besides a rubber one obviously) was used?

More like lower level private/military partner ships to find what works. The most recent cases are the more durable magazines being made for the AR-15/M-16 that our troops are buying for themselves, or the new 60 and 100 round extended magazines recently made available. Those private projects are delivering greater and more durable firepower into the hands of our warfighters.
