I agree with Dave Camp. It’s important to have those people who are voting pay income taxes. you don’t want income taxes that have no ‘bite’ for half the population, as it would encourage ‘tax the rich’ thinking.

Are you proposing to tax the unemployed vet who lives in the homeless shelter, or just depriving him of his vote?
