I imagine if you can get a clear trajectory to the cockpit. Low flying aircraft on approach or take-off. Surrounding higher ground. From the tops of buildings, etc.

And a variation on this (using a high-powered light instead of a laser) is a plot point in a Tom Clancy novel. _Debt of Honor_ if I recall correctly.
