When you say:

I was speaking to a range of regional impact across various regions. Predicting a specific impact in any one region isn’t necessarily more certain (it might be in some areas, like the arctic, and I would imagine it would be less certain in other areas). But I meant that it is easier to predict a range of regional impact particularly on a relatively short-term time reference (drought in some areas, increased rain in others) than to predict global impact (X degree of temperature change globally, Y reduction in agricultural production, globally). I could certainly have written it more clearly.
