They still use the issued gear, but for some tasks you want to have more ammo right to hand. A 60 round mag can be useful for a building assault by removing the need for a magazine change. A 100-round mag is very useful for ‘mad minute’ anti-ambush fire. The more durable mags are carried when units are going where resupply is difficult, so that having your mags last longer is essential or just by soldiers who want to make extra sure their mags will work.

I understand that, I’m just asking was stuff like the 100 round mag designed with being sold to the military or to civilians in mind and if the later then why would a civilian need something like that?
