No, you are both incorrect.

The point of the bill is that loan rates would be kept lower for the student because they would not be charged at the same rates as the lenders, and that since the fed would not be obligated to pay the interest on the loans it gave to itself - as it must to the lenders, under the subsidized system we have now, a great deal of money would be saved.

Unfortuntately, there doesn’t seem to be any actual evidence that this saves money. As noted, the system has been in place for many years now, and it doesn’t seem to have accomplished that. Like many bureaucracies, the answer to this seems to be, “Well, the savings will eventually appear if we only make the system bigger!” I’d prefer to see some actual proof before proceeding.
