It is the same logic that justified settlers taking land from the Native Americans: the natives were not using it to any productive purpose, so we had every right to take it from them. Ditto for fine grazing land that the tyrannical Federal government is just wasting on birds.

Ayep, it’s a very conservative mindset, the one that says “It could be used to make somebody money!” The government owns an area that’s most desert? Why, some farmer could pipe water hundreds of miles to it and turn it into more farmland! Or a mining company could come in and strip mine! Or hell, there might be oil under there, we need to drill/frack our little hearts out!
