Actually, Houston can likely be saved. But you’re likely right about New Orleans. The ground is just too low.

Many major cities have their issues. What about SF and the great earthquake or another CA city.
Wildfires and floods affect a lot of areas. I dont think NOLA should be singled out as un-saveable.

It is a great, great city.
