I’m not discounting anything. Yet, if there is a meeting whose reason for being is “nuclear security” (to use the BBC phrase), I can hardly fault any nation for bringing up the existence of nuclear weapons in the hands of neighbor/near-by states.

Why did the Israeli PM even originally plan to attend such a meeting? It seems like a major faux pas on the part of Netanyahu? As the BBC’s analyst points out in the link you gave:

I’m not sure on why you relate the NPT/nuclear summit issue with this.

Turkey under Erdogan has had a long series of actions that move it into the anti-Israel pro-Iran camp. It is slowly but clearly sliding more and more into the Islamist world and turning it’s back on Western values.

As for Bibi cancelling, people have speculated a number of reasons more to do with Obama himself than the official reason given. It could be a snub of Obama after reports he is considering an imposed solution, could have been because of the new Nuclear weapons stance that the administration recently released, could simply be to avoid a public encounter with Obama while tensions still haven’t cooled completely — we have seen how the media takes every opportunity to comment on the worsening relations, who knows what minor thing could spark a media circus.
