Originally, when they sang “Deutschland ber alles”, they meant a unified Germany over thepatchwork of German mini-states that existed in the XIXth century. That maning was brutally distorted nder naional Socialism.

And the Modern World still has not resolved the question of nationality vs ethnicity or language, it is still an issue even in the USA.
