You’re not supposed to get nominated to the Supreme Court because of your “heritage and background”; and that’s all Noonan’s talking about. That’s mostly what the man who nominated Sotomayor talks about in relation to her, too. You’re supposed to be nominated irrespective of your “heritage and background”, because you’re an outstanding jurist.

Sotomayor has been on track for the Supreme Court for a long time — people were talking about her as a possible candidate 10 years ago. She was NOT picked solely because of her heritage.
