I would say that from the info we have now no very firm conclusions are possible, but from the 3 accusations (2 of them official, resulting in settlements) I would bet on the women truly feeling that they were sexually harrassed. Whether it was intentional on Cain’s part I cannot say.

As I said, I can’t make a firm conclusion. But neither I can just ignore 3 accusations, forget them and say that yeah, nothing has happened.
