Accurate but incomplete. Also, extremely dry ground, which can’t absorb the water as quickly (though this sounds counterintuitive) as water that’s already permeated with moisture. This isn’t necessary for a flash flood, but it’s the most common kind. Also, it needs some sort of channel, though in any area with flash floods that’ll be present already.

Some areas can have huge volumes of rain, but because they have highly permeable soil they’re not going to have flash floods.
