most notably with the restatements of income from big corporations who have to declare the tax implications of losing certain credits.

What amazes me is that it seems that no one in congress or the administration knew that the corporations would have to re-file with the SEC as soon as they figured out the consequences.

Are they that ignorant of the regulations that they generate?
