My Mom just asked me what causes flash floods. I told her a LOT of rain in a short amount of time. Accurate?

The longer version is, a flash flood occurs when the ground is oversaturated with water and can’t absorb it all at once. As Obdicut pointed out in #555, this can be due to overly dry ground that is not permeable to water, or ground that is already completely saturated.
