I call BS. Anyone with a frakking computer and Google can pull up the office simply entering the terms White House protocol. It’s the first option to come up. You click on it and all of a sudden you find yourself on the State Department website (a part of the Executive Branch, and headed up by Sec. State. Hillary Clinton, who apparently had issues with protocol herself). These people aren’t ignorant that the protocol office existed. They’re incompetent to not use it.
