The problem is that the Palestinians have raised martyrdom to such a level in their society that they have a population and an army that wants to die instead of win. Whenever they find a dead baby to wave in front of the cameras they consider it a victory. When they suffer losses more than 20 to one agaisnt the Israelis they consider it a victory. It’s a lousy military tactic.
