Allahpundit noting that it seems there was two explosions, a smaller one preceding a larger one, a terror tactic where the smaller bomb is meant to drive panicked victims into the blast zone of the larger explosion.

CNN reporter says the sequence was the opposite of that - a large explosion followed by a smaller one.
