The GOP is big on saying that they want to close loopholes, but are cagey about saying what they’re actually looking to do. And they wont go near changing anything having to do with capital gains because that’s one huge area where revenue could be generated (and where wealth accumulates because the wealthy can afford to invest still greater sums).

And Grover Norquist has said that closing a loophole is the same as a tax increase. It has to be matched by a tax cut elsewhere.
