I almost always agree with you, but on this one I am confused. Doesn’t the law state that a legal asylum claim has be presented at the border to an agent at a border crossing? If so, then it seems crossing into the US and THEN claiming asylum is already not a valid process. In that case, isn’t this just restating the existing law?

I thought your claim is valid (subject to investigation and adjudication) when you present it to the first officially uniformed person you encounter, after you are in this country.
