my money is on the WH saying “shut up and do it” when some sane blue suiter said “WTF?”

As I understand it, the NYC police were informed well beforehand. They were then told, or decided themselves, not to inform the public for some unexplained, unfathomable reason.

Has anyone heard what the purpose of this was? I’ve heard it was a staged photo op, but don’t know anything about what it’s supposed to be used for?
